You have a 60 day enrollment period during which you can enroll and get coverage which extends from your "qualifying event", which here would be the date of separation. Even if you waived COBRA coverage, if you are in the 60 day period you can revoke your waiver and get coverage, but only back to the date when you revoked your waiver, not to date of separation.
