It is a pecan tree, unlikely that it is protected. I’m leaning towards removing it because if done through the neighbors property, the area around it for 40ft is empty, there are no structures. It is currently just mostly covering my backyard. As I mentioned in another comment, after the letter, I’m just seeing a huge liability when I look at it. I love it for the shade and “greenery” it provides but now I just see a potential fire hazard and a storm away from the huge limbs to fall on my roof.
