If you think all of that isn’t already factored in, then you’ve got a massively limited scope of knowledge when it comes to the actuarial work. The number one driver of insurance rates is the rebuild costs - not environmental rate factors. While weather gets the press, that’s not the issue. It’s that the costs of materials, debris hauling, local code and ordinance (exaggerated in CA due to sprinkler and solar requirements) and labor (particularly when deporting the labor force that built these homes) has more than doubled in the time it has taken CA to allow justifiable rate levels.
