I'm a renter so I don't know, but is insurance mandatory? Couldn't you just live there and cross your fingers, like people do with health care? It seems reasonable to me that if a place is a certain risk that private companies wouldn't want to offer insurance, and it doesn't make sense to me to do something like make taxpayers subsidize some kind of public insurance program just so people can live somewhere dangerous because they like the vibes.
