$25k per year for fair plan premiums in Santa Cruz mountains- is that correct?

$25k per year for fair plan premiums in Santa Cruz mountains- is that correct? I just got a quote for fair plan coverage for a home that we want to buy in the Santa Cruz mountains. I was shocked to see the premium is for $25k/year, over $2000/month. The home is priced at 1.8 million. We knew fire insurance was going to be expensive, but we had been told closer to $1000/month in premiums. $2000/mo is a deal breaker. Am I just working with the wrong agent? Wtf is going on here? Freaking out. If you know any companies selling policies in the SCM area, would love to hear about them- or good agents. Thanks! Edit- Thanks to the awesome people in this subreddit, we made the decision to back out of the purchase. Feels like we dodged a major bullet. Thank you!
