The point of insurance is to pool risk across the risk group. Living in a wildfire prone area should be pooled with other wildfire prone areas. People being smart and building in safer areas shouldn’t be pooled with people making u wise decisions, lest we end up subsidizing vulnerable infrastructure. Wildfires are a quantifiable risk like flooding. People pay more for flood insurance when their properties are deemed higher risk, why should we treat wildfire differently?
