So you moved in 2020, did you (within 30 days) switch your DL, registration, plates, and insurance? It sounds like you waited two years to try to get a Colorado policy, but instead of getting a Colorado policy you added a driver and switched mailing address? What state did you move from? And can you clarify these things? And it's entirely possible they did mail the notice.
