Exactly.  Nowhere, and because of this rates are set by state (or rating zone, more specifically) and by peril within that rating zone.  Reserves are created meticulously overtime by ‘ratepayers’ in that zone to reserve for their own catastrophes.  Reserves aren’t a kitty to grab if you’re in another state / zone.  Those reserves will eventually be needed by the folks who created them.  Insurers already know this.
