CA Fair plan is an agency that provides fire insurance to those California's that has lost coverage because of the location of their home.
It works similarly to the ACA, where they provide you with possible insurers that will make sure you have coverage in the case of a fire.
In my opinion, the only thing that sucks in this situation is that insurance companies are allowed to either raise rates to astronomical levels or just drop coverage altogether. Fire danger isn't going away any time soon. Being unable to have fire insurance on a current home or anyone purchasing a "new home" is a terrible situation. We are not the only state that is currently dealing with insurance companies backing out of markets due to weather/other events. Right now, many people in Florida are unable to get flood insurance. Which because of the number of hurricanes/storms that hit the Sunshine state is a big problem.
As others have said, i believe if an insurer stops over coverage or price gouges their customers, they should be forced out of the market for all insurance in the state.
Also, as an aside, my father in law dealt with the same issue as OP... his only option was a fair plan, and now he has the same coverage and is paying less than he was before.
