I’m glad you’re thinking on this problem, but there’s a few issues with your solution.
First, did you know we already have a system like this, but instead of towers that sprinkle water, we have towers that sprinkle electricity and sparks? That would be PG&E’s lines. To solve this problem, our government paid PG&E a ton of money earmarked for the purpose of burying these lines. Instead of using it for that, PG&E executives embezzled the money and lined their pockets. So, the lines will be the cause of many fires to come, in addition to ensuring that if there is ever a fire for any reason the electricity will immediately go out due to the dumb lines.
Second, if you continually water a forest, you’re going to create a LOT of growth. This growth will pile up on top of each other, into eventually the water doesn’t reach the most bottom part. That part will dry up, and static electricity can spark it into flames.
Fire is part of our ecosystem, forests are supposed to burn occasionally. The way to control it and avoid mass destruction is through controlled burns, something the indigenous population used to do all the time before white people put a stop to the practice. That way the underbrush gets cleared out, the burnt remains fertilize the forest and new growth can appear. The reason fires are so bad lately is because we haven’t been doing controlled burns to maintain the ecosystem like the indigenous people used to do.
