As the cashier, do you initiate the conversation? I'll respond if the cashier wants to talk, but won't initiate. Cashiers are at their job, and it should be their right on whether they want to be chatty or not. The overly chatty discussions in the South I find fake, so that may be the perception of rude. I've heard the same in other countries that are less outwardly friendly than America - notably France and Germany.
