And I don't want to wake up hours before dawn to get up for work in the winter, but that's how seasons work. you can't magically make more sunlight with a clock. In the middle of winter there just isn't more sunlight to give you later in the day, even tho you want it. so optimize your schedule accordingly.
On average in North America, the shortest day of the year gives only 9.5 hours of sunlight - that means either you get up in darkness for work, or you return home in darkness from work. If you're white-collar and care enough, shift your workday to give you free time in the sunlight. if you're blue collar and care enough, go find an off-shift slot so you can have your daytime in the winter if you care enough.
but the switching cost of EVERYONE going back and forth twice a year is a bigger (and more solvable) issue than your personal preference of whether you get 40 minutes of sun before work or after work in the winter. it's up to you to adjust your schedule to your maximum benefit just like anyone else - it's just a waste of EVERYONE's energy to do a 25 hour day in the fall and a 23 hour day in the spring. Some people are messed up for a week when the clocks change.
Besides, prop 7 doesn't do what you think it does - it just empowers CA to change the rules if it sees fit - currently this is not something that is up for adjustment, and this law doesn't make what you want any less possible or probable - it's just untying the legislature's hands in CA.
