This is correct. Power transmission lines don't follow county borders. They follow geography and tend to go through rural areas because nobody wants large power transmission lines going through their neighborhood, and folks don't want power plants in their neighborhood. (If you see a power plant in an urban area, it tends to be a peaker plant and tend to be located in poorer neighborhoods. Many peaker plants are being replaced by battery storage, which is good.)
Urban areas sometimes have undergrounded lines, but those things are very expensive.
