it may not be covered. really need to see their denial letter but betting that in your area there was some "flood conditions" and USAA is figuring your sump pump was running to deal with that. that this was more than just rain being handled by your sump which is also possibly shown by the sump not being able to keep up with the amount of water and allow the build up. for the overflow coverage to apply, there generally has to be a blockage or some other factor (power outage so sump doesn't work, sump motor/pump fails due to mechanical defect, etc.) other than just amount of water inundates/overwhelms the sump system Best plan would be to write to USAA stating you are disputing their findings and asking for an engineer inspection. If you have money/resources to fight them, get your own engineer, but at the least get them to send and engineer/ someone out to the property to figure out and go on record as to what their "cause of loss" is. that cause of loss is going to be the trigger for if covered or not, cause flood isn't covered so if they chalk up to that- you are still screwed. good luck
