Such a fun discussion! Here's some interesting tidbits: The (new) Folsom spillway has a capacity of 350,000 cfs. Levees in Sacramento start to overtop around 1/3 of that flow (~120,000 cfs). Just a few years ago (2017?), there was a storm were the 3 forks of the American were predicted to go to 80,000 cfs. I did some math, and discovered that it would take approximately 3 days to fill Folsom Reservoir (with 100,000 cfs outfow). Only 3 days! Point being: it's a matter of when, not if, the levees overtop, and most levees will fail catastrophically if overtopped. We need to start designing levees to overtop safely (think: a few annoying inches of water vs a levee blowout with feet of water). This requires armoring the backside of levee, especially at the base. Oh, and the double levee in Southport? Well, the *setback* is great, but that outer levee appears to be made of sand. It will survive about 5 minutes in a flood.
