You’ll have no choice if no insurer will cover you. The Fair plan is allowed to use a catastrophic loss model. The Insurers are not. That’s why they are all leaving. The premium for Fair is usually double but that only covers fire. You have to buy a “wrap” policy that cost as much as a full policy.
