I'd lean going with the FAIR plan + DIC policy with Farmers. Motion is a MGU and not an insurance company. Look on the quote from Motion and see who the writing company is. Wouldn't be surprised if its Lloyd's since its non-admitted and the agent has to go through a wholesaler/broker like AmWINS to get the coverage. AmWINS is huge, one the biggest brokerages in the US but they basically a middleman and have access to certain markets your local agent doesn't have.
