California. Insurance company says we need a new roof, we cannot change insurance, anything we can do?

California. Insurance company says we need a new roof, we cannot change insurance, anything we can do? We just bought a house in San Diego County abutting a nature reserve in an area at high risk for wild fires. No private insurance companies will insure us, only the state of California (my husband is a real estate attorney, he knows all about this, so the common advice of switching insurance companies won't work). The roof is about 10 years old and inspections showed it to be fine, just normal wear and tear. We were informed that we needed receipts to prove that we got a new roof or our insurance will go up. We're currently renovating the house, it was a fixer upper, so we can move in - we cannot afford a new roof. Is there anything we can do? If not, does anyone have an idea of how much our insurance will go up? Thank you.
