The license is a thing and should be reported if they don’t have one and the job is over $1,000 but doesn’t make them a better or worse contractor. I’m glad they have insurance and this is the answer. It is possible that the license is under an individual name and not the DBA or something silly like that, maybe a partnership. There are plenty of CSLB contractors that do shotty work, don’t finish jobs, etc. I hope it gets taken care of properly and best of luck to you and yours.
