Bungalow court here. Submeters all the way. RUBS is terrible and gets neighbors all pissy measuring each other's showers, car washes, complaining etc... I bill every 6 months so it's relatively easy to read water meters. I then calc sewer charges as well and tack on. I have a few garden spigots that the gardeners know to only use that aren't metered. Do it now before they change the law again. I also changed out my water lines and main shutoffs. Capital improvement as well. Once you charge for water, leak detection becomes everyone's responsibility don't worry lol. They'll let you know automatically.
