Should the California state government take any action about property insurance companies leaving its market? If so, what? Allstate has now [joined State Farm](https://www.sfchronicle.com/california/article/insurance-allstate-fires-18130622.php) in pulling coverage, along with two smaller insurers, AIG and Chubb. While the state does offer an insurer of last resort program, in event of a large fire it's unclear whether the state program could actually cover its liabilities.
