I have no experience with new construction fire protection costs but some industry sources show around $1.50/sqft for interior sprinklers, $15,000+ for a 10K gallon cistern tank, not including pumps, labor, etc. costs will certainly be higher in LA.
I don't know what you mean by "mesh walls" but the cost of mesh over openings is near zero. Maybe a few thousand per structure including labor.
Add to that things like tile roofs, fire resistant siding, etc. And you're probably only adding $50K-100K per home, but when many folks are barely going to be able to afford rebuilding at all, most will skip the safety features unless required by building code.
Again, I hate to be a downer, but beyond that your idea breaks down unfortunately because it assumes that for the first time in human history thousands of individuals, over a hundred insurance companies, hundreds of law firms, multiple government entities, and multiple utilities all with directly conflicting priorities are going to come together to somehow benefit the existing homeowners.
It would be great, but it ain't going to happen.
Even if the diverse parties did somehow come to an agreemeny, there's still the issue of money. Those expenses are going to have to get paid by the people of California. They can get paid directly by homeowners, or they can get paid by taxes, or they can get paid by increased utility rates. The money has to come from somewhere.
