There will always be insurance available to you. Whether it be through an admitted carrier, non-admitted or state-run. Of course, the cost will vary greatly depending on which options still feel it is within their appetite to insure that area... A lot carriers use a score called Fireline to assess if an area is worth the risk. You should have access to that information, or if you speak to a broker or agent they should be able to easily get that score for you if you are interested in a specific plot/address. My family home was on Riebli Rd, and my parents are rebuilding. So far they haven't had an issue getting a Builder's Risk and I haven't heard any complaints about AAA dropping them yet.
