It's not that insane. Caltrans will lift Route 37 up 10' into a highway regardless, might as well drop a train track in the median. This would conveniently allow SMART to relocate the Schelleville rail yard into Vallejo, allowing SMART to close down the original easement making Napa homeowners happy. Both SMART and the Capitol Corridor have studied ways of extending SMART to the Fairfield Amtrak station, although doing that will cost a lot of money to essentially rebuild all the train tracks between American Canyon, Fairfield and Martinez. This would happen within a larger [Capitol Corridor modernization plan](https://www.capitolcorridor.org/vision-plan/) that would build new tunnels in Franklin Canyon and move freight trains onto a rebuilt Sacramento Northern route complete with a new bridge. The "not insane" part is that, if you read through MTC and related BART documents, all of this is predicated upon Caltrans' desire for I-80 All Lane Tolling which makes the above plan economically feasible. Eventually, I-80 will be a tollway as gas tax revenue and Federal funding decreases.
