FAIR is from the state. It's the insurance the state offers in high-risk areas when you can't find any other company to take the risk. I have FAIR from the Texas plan for a house on the coast that no other insurer wants to touch because of hurricanes. Not cheap. High FAIR premiums are the price we pay for building in high-risk areas.
