Alternatively, the county of sacramento has [rental code inspection laws](https://www.cityofsacramento.org/Community-Development/Code-Compliance/Programs/Rental-Housing) or just this type of situation. And the issues visible from the street may be enough to get him some fines etc.
Also, try to get your neighbors together to call code enforcement too. The more people that call, the quicker they come!
