California E&S Insurance

It's like years ago before Obamacare when Kentucky decided they would require that all health insurance had to be guaranteed issue. The decision makers were the only ones shocked that every company except Anthem pulled out of the state and anthem jack their rates way way higher. Somehow politicians don't anticipate any bad affects when they make price fixing requirements.
