I wanted to take this opportunity to talk about 811 and homeowners.
Even though in this case PG&E marked the line, 811 member utilities are only marking their owned transmission utilities. In general, the utilities are marked up to the point of metering. Beyond that it's on the homeowner to know the location on the property.
Specific examples:
In the City of Santa Cruz, the City Only marks city sewer lines that are out in the street or in easements. Not the sewer lateral that goes from the house out to the sewer main. So calling 811 to find out where you could put your fence or dig a hole isn't going to help at least as far as the sewer is concerned.
The City marks water delivery mains in the street and up to the point where the water meter is... usually in the sidewalk or just off the sidewalk. From the meter to the house, that's on the homeowner.
I think PG&E does the same, but since the meters are usually located on the side of the house, PGE will mark it going across your yard to the meter.
Cable and Telecom are kind of hit and miss. I'm not sure exactly what they do.
