Your central heating system may be faulty but still draw power. If you know where the circuit breaker is in your apartment, switch the one off that is for the central heating.  Also, is the gas component of the bill high or the electric component? My gas bill is around $20 to $40 for a family of four, gas stove, gas dryer and water heater. My electricity bill is around $20 to $40 and I don’t use my central heating. The higher bills are due to air purifiers usage.
