I think we need a full EIR to evaluate the impacts of reconstruction on these frogs.
Edit: I said that as a joke but reading the article if the frogs are only there in the rainy season due to intermittent flooding it actually does need at least an initial study to evaluate the vernal pools. Those things are nightmares to deal with from an environmental perspective but often have protected species, even if the pool only showed up for the first time thanks to a cow lying down and making a depression.
