So I was a former underwriter for at AAA for about 6 years. I worked reviewing condos, homes, rentals etc. we would not write properties in brush areas due to high risk of fire. The thing is insurance companies change what is acceptable per guidelines. So one year the brush is acceptable and the next it will not be due previous fires or what they see as high risk. DOA backs this because companies have the discretion to write what they see fit if it falls within California law.
