Like most major problems, it will take a multi-faceted approach to meeting costs and maintenance schedules. One of the things I have seen recently is how widely cattle, wild burros and goats are being used to reduce brush in areas where erosion can be mitigated. This can be expanded along with other traditional native American practices of burning. Its a departure from pristine scrublands, but necessary as damage costs soar.
