You should call your insurance organization. If your mother is a Kaiser member, then emergency services are generally covered. If Kaiser is not covering it, it may be (ironically) due to the fact that you declined medical transport. An insurance company could claim that the EMS call was not "medically necessary" if the patient wasn't brought to the hospital. Regardless, if Kaiser isn't covering it, you should at least understand why. If you end up stuck with the bill, call and negotiate. Medical bills are always negotiable.
