My Mom had Kaiser. Her plan ONLY covered EMS transportation services for emergencies. Meaning, if she isn't deemed an emergency case and she isn't taken to the ER the bill would not be covered. We had a situation where an ambulance was called, and like your Mom, they decided she didn't need to go to the hospital, but we were welcome to take her if we felt necessary. As you, a bill was received and my dad disputed the charge explaining she had fallen, felt dizzy after the fall, and not being a doctor he felt between the fall and dizziness she needed emergency help! The dispute was reviewed and the bill was voided. For what it's worth, my parents were not considered financial hardship either.
