Idk how we compare to Seattle, but whenever my family and friends visit from the North East they always comment on how friendly people in SF are. My sister who lives in Miami says the same. My wife's friends from Greece were perplexed by the outward friendliness of servers and service workers, although it's probably more of an American vs European thing. I tend to agree that people here seem pretty nice, definitely nicer than the NY/NJ/PA area I grew up in, although none of us lived extensively in the Midwest, where I've heard people are friendlier on the whole.
