It depends on whether or not it's even *possible* for the home to be in a flood. Many homes are situated on land that simply will never, ever flood, it's not possible. Flood insurance would be a waste of money for those. However, many homes can be not in a flood zone but still flood anyways in the wrong circumstances, so it might be wise to have the insurance just in case.
