California E&S Insurance

I'm not 100% sure what state you are in, but I used to sell insurance. Most states have some insurance companies that are basically for people who can't get insurance for whatever reason (claims, property conditions, ect). I would recommend calling a different broker. Explain that you have 2 water claims (often its a 5 year limit on water claims) as well as a hail claim and that you will likely not qualify for the major players.
