Unless you have Uninsured/Underinsured Property Damage - File a claim with the carrier of the at-fault party. If that isn't successful, you can try to sue the at-fault party personally. A lawsuit likely won't yield anything (suspect fleeing in car, etc etc. Can't get blood from a stone). Those are really your only two options. Without collision, your carrier will not do anything to help you repair your vehicle.
