I wouldn't worry about the bottom part being dry and spark fire because you can always do controlled burns. The fear is that the fire would get out of control, but if you have a sprinkler system and the air is moist (mist from the sprinkler system) and the top parts of the forest are wet, then the fire wouldn't go out of control. We have forest management too. I don't mean this sprinkler system be the solution to everything and let go of forest management. It has to be a combination of all the things that have already been in place.
