Your comment was really rhetorical in nature. Basically you're asking, how can we expect the insurance companies to survive if they have to pay more than zero for basic losses? Honestly, your comment doesn't really deserve a response until you address the more fundamental underlying issue. First, we have to talk about FAIR plan paying SOMETHING, even if minimal, on smoke claims. Then we can talk about what they need to charge for the money they're actually paying out. When they're trying to pay zero there's no point to talk about what they need to charge to be able to afford to pay zero.
