I need advice/help. My neighbors are terrible. I've done everything I can do. Im afraid If I have to confront them again I'll be the one in trouble. When my parents moved into the property about 10 years ago, the place next door was basically a garage/shop next to a severely fire damaged house. **Lets call the property owner Doug.** **45 year old Doug was friendly enough when we moved in**, since the property wasn't suitable to be lived in, He used it to store cars/tractors/boats and other broke down worthless things. **The fire damage in the house was almost un-rebuildable** **4 years ago, Doug decided to rebuild the house** to make it livable, the garage/shop door was opened for the first time I have ever seen, and it was filled to the roof with what I would consider garbage. He brought in a trailer to live in while the he rebuilt the house. He did all the work himself that I can recall. During this time, I wasn't living at home at this time, I came over on weekends to help my dad install a sprinkler system, and do other miscellaneous stuff our yard is a little over a Acre and **Doug offered to let us use his trencher.** We were able to use the trencher for about 5 feet before it decided to stop working, we told Doug about this and he said it was old and he would come get it later. **We ended up renting a trencher to do the other 95% of the work.** 2 years ago. **I move back in to my parents, a few months later my Dad noticed that the trencher wasn't sitting by the side gate anymore, I noticed this as well, but since I wasn't always home at the time I thought maybe he came and got it. When my dad asked me about it he said "Did Doug come get the trencher?" I was stunned because if my Dad didn't help him and I didn't help him, how did this 700lb+ trencher get moved back to his yard without us 1. Letting him on our property. 2. Doing it without getting attacked by our 110lb doberman and our 50lb queensland heeler attacking him. 3. Or doing it quietly enough that nobody noticed. Important to note this trencher has been sitting in the yard for at least one year, About 1 week later Doug comes by and asks about the trencher since he's been removing 50% of the crap from, we told him that we thought he was able to get it out of the backyard himself. Which was obviously odd, but he said that no he doesn't have it, and that is a "expensive piece of equipment" (it was very old and in very poor shape) and that we would have to "pay him back for it" After me and my dad talked about it, we told him that If he gave us the serial number or a picture of it, we would make a police report about it and file a insurance claim since we couldn't just outright buy him a new trencher, and we suspected that he did in fact somehow take it back. To this day he hasn't asked about it.** **About 18 months ago. Doug is living almost full time in the "rebuilt" house** and there is another lady who is rarely seen living in the 5th wheel trailer now. We've never met this person. Doug has acquired quite the car collection, He's told us before he's very well off, and he does something to do with a automotive dealership. A very shitty one according to my brother who has visited it when he was looking for a car. Doug has 6-7 high 2005-2015 Model year cars on his property, including 2 Maseratis one that is his daily driver. Im love cars and used to work on them myself. **This is a $80,000 dollar car new. And he's living in a 800sqft house that he can't maintain.** **About 1 year ago. I have security camera's around the house due to quite a few robberies, and a rape where the victim showed up at my house, not to mention the notorious dumping problem.** While watching feed I notice about 5 cars around my neighbors property, spread pretty far apart.** Seconds later a DEA agent showed up at my door asking for Doug with his picture printed on a piece of paper**, just like you would see in a TV crime show. Doug came over to explain this later on saying "He got a divorce and his wife had a restraining order on him and they were to get his weapons" I was skeptical to see 7 DEA agent's in unmarked cars to do that. The agents came back and were searching all the cars and taking pictures and other police things. **But I never heard anything more of it.** **About 9 months ago. We haven't seen Doug in a while, but some younger kids have moved into the house,** and the older quiet lady is still living in the trailer, the kids claim Doug rented out the property too them, and its horrible shape, they were living there without water for 1 months until he came to fix it, **and that he separated the property into 3 sections**, later a group of laborers came to build a fence to split the property up. The property has mostly been without fences up until now. Sometime in the middle of the night the laborers **moved in approximately 100 Marijuana plants onto the split up property, the young kids said they had nothing to do with it, and some other people came and watered them twice daily, they didn't know them. So their is 3 groups of people with access to the property. My neighbor on the opposite side of me was very upset about this**, more than me anyways, and got in to a argument with them and did said some things to scare them enough to run to my house, since I'm on good terms with that neighbor I had to diffuse the situation, where we could all talk and learn that **Doug rented this property out to them, they had nothing to do with the weed or with all the other people coming and going, and that the house was in terrible shape, and Doug wasn't fixing anything or making the situation better** and Housing authority came out and and shortly after a few unmarked police to check on the marijuana, but since the argument between all of us and Doug getting several phone calls from my other neighbor about the weed the plants were all picked up one night, the next day 50% of the fence went with it. **Doug and the tenants got into several vocal arguments throughout the next week and I was told they were given a eviction notice which was written on the door in sharpie. The last day I saw the tenants there was a Physical altercation between Doug and the tenants** and that was the last i saw of them, but they did call me saying that Doug took all their stuff from the house and was holding it hostage until they paid up the rent, so the tenants in the night did the same thing. **They called me for advice, I told them to return his stuff or they wouldn't get any money back that Doug owed them, they told me that Housing authority told them they were entitled to get their rent back.** **5-6 Months ago. The older lady in the trailer vanished, New tenants in the trailer and in house. a Younger couple in the trailer and a older woman in the house, who I think is one of the younger persons mother. 1 week after they move in very early in the morning they get into a argument, the male is calling the female the N word, and the whole argument is lewd, outside and loud. No exaggeration every one of my neighbors called the cops on them. Nothing came of it. This is a twice or so weekly occurrence. The Sacramento Sheriff has came out here at least 25 times from a phone call from one of the neighbors. But they always say they can't do anything about it, One day they were fighting in the street, and she hit him in the face, I had it on the security camera footage I called the sheriff, when they got here they blew it off and said there isn't any physical marks and they can't do anything. All the time, extremely foul long winded arguments, of childish adult screaming, I can hear her talking about her black eyes and he is crying. Multiple vehicles in out of the property all hours, When their gate is locked (cops said it can't be locked) they yell and honk and eventually start pulling fence boards down. Today about 8 full size trashbags were thrown in the creek behind my house, I highly suspect its them because their trash hasn't been picked up in a week, and it was 100+ puppy pee pads, both of their dogs are locked in the trailer or house for 90% of the day lots of people visiting on bicycles, loud cars, early in the morning. Now there is another young guy living there, I guess in the house with the other lady, or maybe in the trailer, Its hard to tell since there is usually 7-8 very shitty looking people there at any time.** So now I don't know what to do. Some nice guys came and asked about the property and said the property is in a lein, but its not in Doug's name, (we know this because, we looked at what we could do to get them to get their act up for the previous tenants). There are people constantly over there all the time being loud or stopping by quickly, it appears none of them have jobs, I'm don't like leaving the house just so I can keep a eye on things and I'm uncomfortable to go on that side of my property at night without my handgun because there is usually a car parked by the gate, and its very dark. The Sheriff basically told us they can't do anything, we could file a civil suit against the property owner, but technically he doesn't even own it, and he's not going to willingly give us his name or address. All the neighbors are fed up, but we just have to deal with it. Its a very shitty situation and I'm out of ideas.** **Update: I've called Sacramento 311 about the situation, they took the complain seriously, the violations were listed as, multiple people living in camper, commercial and heavy equipment parked throughout yard as well as vehicles, the fence on the property blocking the view of the intersection which has resulted in 3+ accidents, and lots of near misses. They couldn't do anything about the dumping situation as I've already cleaned it up to prevent it from flowing down into the creek, but I have a supervisor that is going to call me back from county services about the incident, they person I spoke to said that there are lots of notes on the account. So heres hoping the system works and it gets resolved. The situation is bad enough that I just found out, the neighbor on the other side of them is selling his property, and It will be listed this week.**
