Why is it so hard to get homeowners insurance in CA?

Why is it so hard to get homeowners insurance in CA? I purchased a home in Los Angeles some months back in a residential neighborhood (far away from the mountains), yet I have trouble getting homeowners insurance. Now (after all the wildfires) I find out that these super rich people that live in extremely risky areas all have insurance. My question is, how can people that live in Pacific Palisades, Topanga Canyon, Malibu, etc right next to Topanga Canyon State Park (that was on fire) get homeowners insurance, yet the same companies that gave them insurance turned me down?
