As for the previous tenants, people aren't great about updating their new addresses and unfortunately, members of the public such as yourself can't change it for them or delete them from the rolls. So the ballots may just keep coming. Even if you destroy their ballots though, it won't stop them from voting if they show up at the polls because the election workers should still be able to find them in the system, can cancel their forgotten vote by mail ballot, and they can still vote regularly that day. Ideally, they should be filling out a change of address form when they vote but they can't be forced to. Or they just decided to not vote at all and situation stays the same. As for your old situation, a couple of things could be going on. I'm not exactly sure why your re-registration wasn't being processed correctly but my basic guess is there was some minor error on your form like a box unchecked, a typo, etc. or apartments and fractional addresses can be notoriously difficult to get registered correctly for mail delivery. In any case, your Conditional Voter Registration (aka same day voter registration) was almost certainly counted correctly and you can track with the pink receipt they handed you. As for ballots left in a pile, I've got to say, I've NEVER heard of that and is the failure of a poorly trained election worker. They should have stopped to take the time to fill in our section of the CVR envelope, sealed it, and slid it into the traditional ballot box that's secured with a zip tie and never left unattended. Even when my polling place has a two hour wait, I'd never let my clerks get harried and make mistakes like that. FWIW though, despite the sloppy handling, almost certainly they still delivered it to the check in station that night. We have to run closing reports every night that cross reference the number of check-ins on the e-pollbooks against the number of physical ballots (both the ones cast in individual polling booths and provisional/same day registration) and if they don't match, it's an issue.
