Go with a Surplus carrier. the FAIR plan covers fire. There is no coverage for theft or water damage for example. There is no Liability coverage. You would need to buy a wrap policy along with it to fill the gaps. Surplus Lines markets will be multiples of your Farmers premium but you will get more than just Fire covered.
