All valid questions. For the continuing a previous thing - when about funding, it's basically a question of whether I want to take money away from X (libraries or MUNI in this case). If I am in favor of X, then I don't want to do that. Some of the other "continue a thing" votes, I supported the original thing (like splitting DPW) and haven't seen good reason to change my mind. Honestly my argument for Padilla was exactly as basic and superficial as written. Some seats, like the Senate, are just too important on a national scale to not vote the party line IMO unless the candidate is truly egregious. In Padilla's case, I have no strong enough reason to not support the establishment Dem candidate with the best chance of retaining a blue Senate seat. That's all.
